Job Summary:

The Executive Director of Capital Planning leads the Enterprise capital planning processes in collaboration with Regional, National Shared Service and Program Office financial planning SVPs, VPs, and directors, and ensures that the capital plan is aligned with the enterprises Strategic Plan and Long Range Economic Plan. This includes annual development of the ten year capital plan and ongoing management of the Capital Approval Committee (CAC) and Investments Strategic Working Group (ISWG).

The Executive Director plays a key role in the design of the Capital Planning process and policies at Kaiser Permanente, ensuring alignment with national strategic imperatives. This includes driving innovation in the capital planning process as it relates to process, analytics, and benchmarking.

Kaiser Permanente has an annual capital budget of approximately $5 billion per year covering a wide variety of complex hospital, information technology, land and other building projects. This position is accountable for financial planning activities related to capital planning and spend. This includes building the annual budget, forecasting and tracking spend against that budget, and reconciling business case spend against budget including validation of benefits realization. The Executive Director serves as an advisor to leaders across the Enterprise, providing guidance on business cases, analytics, and other requirements for capital approval.

Essential Responsibilities:

  • Annual Ten Year Capital Plan Development
  • The annual Ten Year Capital Plan includes all capital investments, including facilties (hospitals, clinics, etc.), equipment, IT and capitalizable strategic projects.
  • Leads development of the annual Ten Year Capital Plan, including setting guidance across markets, consolidation and critical review of market level Ten Year Capital Plan submissions, modeling, and preparation of related materials to support review and approval by Executive Leadership and the Board of Directors.
  • Identifies and analyzes plan drivers, leveraging all available planning, modeling, and reporting tools. Ensures 10 Year Capital Plan (dollars and metrics) align with the enterprise-s Strategic Plan and Long Range Economic Plan, including the investment portfolio outcomes such as IRR, maintence scores, and care delivery system supply requirements.
  • Co-drives with Delivery System Strategy, National Facilities Design & Construction and National IT process communications with market leadership.
  • Co-drives with Delivery System Strategy, National Facilities Design & Construction and National IT leadership reviews across key stakeholders, gaining alignment on assumptions and approvals.
  • Provides decision support to market stakeholders providing proactive insights and perspectives and challenging assumptions to ensure optimal outcomes.
  • Ensures efficient and comprehensive use of available analytic tools owned by National FP&A, KP Insight, Delivery System Strategy and National Facilities Design & Construction. Identifies and ensures adoption of industry analytic best practices.
  • Evolves the Ten Year Capital Planning approach to keep up with business needs in an increasingly dynamic environment.
  • Annual Capital Budget Development and ongoing performance management to Budget
  • Leads development of the annual Capital Budget, including setting guidance across markets, consolidation and critical review of market level Capital Budget submissions, modeling, and preparation of related materials to support review and approval by Executive Leadership and the Board of Directors.
  • Ensures Capital Budget (dollars and metrics) align with the enterprise-s Strategic Plan and Long Range Economic Plan.
  • Co-drives with Delivery System Strategy and National Facilities Design & Construction process and communications with market leadership.
  • Co-drives with Delivery System Strategy and National Facilities Design & Construction leadership reviews across key stakeholders, gaining alignment on assumptions and approvals.
  • Accountable for monthly financial oversight including budget to actual reporting and variance driver analaysis. Tracks adhoc (unbudgeted) capital requests.
  • Capital Approval Committee (CAC)
  • The CAC is a capital approval governance committee that includes the Enterprise CFO (chair) and four to six other national EVP. All capital business cases that exceeding $25M require CAC approval and all capital business cases that exceed $150M also require Board of Directors approval.
  • Serves as primary support to meeting chair (Enterprise CFO). Coordinates development of CAC approval forms and Board resolutions.
  • Advises business case sponsors, preparing sponsors for presentations to the CAC or Board of Directors. Leads materials review cycle with project sponsors, ensuring presentations to CAC are complete and informative. Anticipates CFO questions and secures responses prior to CAC.
  • Accountable for all aspects of the capital project business case process flow after initial market or service submission. Provides advisory and consultative services, creates summary presentations, leads project reviews, and manages approvals process.
  • Executes CAC directives assigned to Executive Director which may include post approval monitoring to ensure sponsor follow through on CAC mandates related to specific business cases
  • Chairs a Market CFO forum ensuring alignment on benefits outlined in large Investment Portfiolio business cases before advancing to CAC review.
  • Leads post implementation evaluation processes, ensuring benefits realization for all business case approved by the Board of Directors.
  • Investments Strategic Working Group (ISWG)
  • The ISWG is a sub-comittee to CAC that is chaired by the Enterprise CFO. The ISWG-s scope focuses on IT investments (approximately 30% of the total Capital budget) and sets the annual capital allocations/budgets for each of the Investment Portfolios (IP) (i.e. Care Delivery, Business & Analytics, Heatlh Plan, IT/Secruity, etc-)
  • Serves as primary support to meeting chair (Enterprise CFO). Manages and executes on ISWG directives.
  • Lead development of the national ISWG and IP level multi-year and annual target allocations.
  • Manages and reports on portfolio prioritization in support of national strategy sllignemnt and maximization of economic value.
  • Manages and supports the Business Functions and Data and Analytics Investment Portfolios including multi-year planning, project funding prioritization, business case review, project and portfolio target allocation performance.
  • Policy Maintenance and Enforcement
  • Accountable for maintenance of policy 5c (the KP policy that governs the capital request and approval process). This includes partnering with CAC chair on revisions to ensure relevant governance controls remain in place to enable achievement of capital planning and project approval strategy and objectives.
  • Monitors adherence to policy 5c for all capital requests and approvals.
  • Continuous Quality Improvement
  • Accountable for ongoing process improvements across the capital management spectrum inclusive of investment analysis, benefits realization, post approval review, business case methodology, SEFM (Standard Economic and Financial Modeling) and benefit realization.
  • Leads implementation of of industry leading capital planning technology tools to enable best practices, standardization, data centralization, and process streamlining.

This position has a target base salary of $252,000 to $315,000 and is eligible for incentive compensation, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.
